First extraordinary sitting of the Verkhovna Rada of Ukraine

292 parliamentarians have registered to partake in the sitting.

The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov opened the special meeting.

The event is convened on account of the President V.Zelenskyi’s demand.

The Chairman also informed that taking decisions at this plenary sitting would be held without discussion.

 

The current agenda

 

1.  Bill No.3268 amending certain legislative acts of Ukraine regarding the provision of treatment of the coronavirus disease (COVID-19);

2.  Bill No.3275 amending certain legislative acts aimed to provide additional social and economic guarantees in relation to the spread of the coronavirus disease (COVID-19);

3.  Bill No.3271 amending certain legislative acts of Ukraine concerning the criminalization of exporting (transmitting) anti-epidemic goods outside Ukraine;

4.  Bill No.3276 amending Section XI "Transitional Provisions" of the Criminal Procedure Code of Ukraine with regard to specificity of judicial control over the observance of the rights, freedoms and interests of individuals in criminal proceedings and consideration of certain issues in court proceedings during the quarantine period (established by the Cabinet of Ministers of Ukraine to prevent the spread of the coronavirus disease (COVID-19));

5.  Bill No.3277 amending the Law of Ukraine "On committees of the Verkhovna Rada of Ukraine”;

6.  Draft resolution No.3278 amending the Verkhovna Rada’s resolution "On certain organizational arrangements of the Verkhovna Rada’s work during the period of quarantine in Ukraine";

7.  Dismissal of I.I. Umanskyi from the post of Minister of Finance of Ukraine;

8.  Dismissal of I.M. Yemets from the post of Minister of Health of Ukraine;

9.  Appointment of S.M. Marchenko as the Minister of Finance of Ukraine;

10.Appointment of M.V. Stepanov as the Minister of Health of Ukraine;

11.Appointment of O.A. Buslavets as the Minister of Energy and Environment Protection of Ukraine;

12.Bill No.3279 amending the Law of Ukraine "On the state budget of Ukraine for 2020”;

13.Bill No.3260 that shortens the term for submission of alternative bills to the draft law of Ukraine altering the area of law which improves some mechanisms for regulation of banking activities.

On virus disease treatment

--Draft bill No.3268

312 lawmakers have approved the second reading of the bill No.3268 amending certain legislative acts of Ukraine regarding the provision of treatment of the coronavirus disease (COVID-19);

 

On more social guarantees

--Draft bill No.3275

312 parliamentarians took the bill No.3275 amending certain legislative acts aimed to provide additional social and economic guarantees in relation to the spread of the coronavirus disease (COVID-19) on its second reading;

 

On criminalization of exporting anti-epidemic goods

--Draft bill No.3271

By 274 ayes, lawgivers approved the second reading of the bill No.3271 amending certain legislative acts of Ukraine concerning the criminalization of exporting (transmitting) anti-epidemic goods outside Ukraine;

 

On judicial control

--Draft bill No.3276

By 274 assenting votes, the parliament passed the first reading of the bill No.3276 amending Section XI "Transitional Provisions" of the Criminal Procedure Code of Ukraine with regard to specificity of judicial control over the observance of the rights, freedoms and interests of individuals in criminal proceedings and consideration of certain issues in court proceedings during the quarantine period (established by the Cabinet of Ministers of Ukraine to prevent the spread of the coronavirus disease (COVID-19));

 

On changes to VRU committees’ regulations

--Draft bill No.3277

By 319 ayes, the Verkhovna Rada sanctioned the second reading of the bill No.3277 amending the Law of Ukraine "On committees of the Verkhovna Rada of Ukraine”;

 

On changes to Verkhovna Rada’s work

--Draft resolution No.3278

With 320 votes in favour, the parliament took the draft resolution No.3278 amending the Verkhovna Rada’s resolution "On certain organizational arrangements of the Verkhovna Rada’s work during the period of quarantine in Ukraine”;

 

On dismissal of Umanskyi I.I.

--Draft resolution No.3281

By 249 ayes, the parliament ousted Mr Umanskyi I.I. from the post of Ukraine’s finance minister.

 

On dismissal of Yemets I.M.

--Draft resolution No.3283

By 271 ayes, the parliament ousted Mr Yemets I.M. from the post of Ukraine’s health minister.

 

On a shorter submittal term

--Draft bill No.3260

By 271 ayes, MPs have endorsed the bill No.3260 that halves the term for submission of alternative bills to the draft law of Ukraine altering the area of law which improves some mechanisms for regulation of banking activities.
