Committee on Anti-Corruption Policy

The сommittee held a field meeting at the premises of the Security Service of Ukraine. On October 10, the committeemen met with the leadership of the special department “K” and heads of territorial K-units from some Ukrainian regions.

They talked over the state of play in the department, its prospects and ways of further reforming. It was stressed that the parliament keeps hammering away at a draft bill pointed at reforming the Security Service of Ukraine sharply.

 

Committee on Youth and Sports

The committee held a roundtable on how to improve the state youth policy.

The Chairperson of the Sub-committee on State Youth Policy Iryna Borzova noted that the purpose of the event is having a broad discussion of the current state of youth policy and ways of improving it, including, for instance, proposals from youth and children's NGOs.

The Chairperson of the Sub-committee on State Youth Policy paid special attention to problems of rural youth, who do lack sufficient opportunities for proper development in many villages and towns, as well as access to the youth and sports infrastructure.

Iryna Borzova stressed that this round table meeting should be the first stage of further joint work of the committee, youth and children's organizations, and scientific institutions and invited all the speakers to present their activities, making proposals for improving both the state youth policy and its legislative support.

The Deputy Minister of Culture, Youth and Sports Oleksandr Yarema presented the national youth policy development strategy until 2030.  The main areas of the strategy are safety and sustainability, healthy lifestyles, capacity development, and integration into the world.

Ukrainian parliamentarians, athletes, volunteers, teachers and educators, representatives of youth development programmes, including the UN ambit, and of various projects involving youth problematique spoke at the event.

During the discussion, special attention was paid to updating the youth legislation, providing institutional support to youth and children's organizations, constructing youth centers, supporting different categories of youth, etc.

Post-hearing draft recommendations of the committee encourage the Verkhovna Rada to allocate in Ukraine’s 2020 budget some half a billion hryvnias for granting favourable long-term government loans to young families and single young citizens for construction (re-construction) and purchase of housing purposes.

The Cabinet of Ministers of Ukraine is invited to develop and approve a state youth housing programme for 2021-2025 by May 1, 2020; ensure the development and approval of a national youth employment action plan; elaborate and approve in 2020 a state youth policy development strategy until 2030 as well as the state target social programme "Youth of Ukraine" for 2021-2025; assess the expediency of creating a national youth policy council under the Cabinet of Ministers of Ukraine.

 

Committee on Environmental Policy and Nature Management

The сommittee had on October 10 a meeting of the task group in charge of addressing the amber extraction issues. During the discussion, the conferees agreed on the acute need for immediate legislative regulation of amber extraction procedures and associated activities, including social matters.

Participants of the meeting were well informed of submitting to the parliament of an array of amber-related draft bills (Nos. 2240, 2241, and 2242), which all are pointed at settling dubious issues on the problematics. These legislative initiatives address land issues of access to amber deposits, introduce other legal innovations to reconcile the question, as well as institute criminal liability for illegal extraction of minerals and administrative liability - for violations of the mandatory mineral extraction legal requirements.

The head of the task group also suggested setting up sub-groups by area.

As a task group secretary there was elected to be the Chairman of the Sub-committee on Protection and Wise Use of Mineral and Water Resources Zinovii Andriiovych, MP. The group shall meet next time on October 16.

 

Committee on Social Policy and Protection of Veterans’ Rights

Committee members discussed legislative initiatives aimed to renew the right to receive pensions for certain categories of citizens. The themed meeting was held on October 11.

The committeemen met civil society representatives dealing with ensuring and protecting the rights and interests of internally displaced persons and those who reside in the temporarily occupied territories.

During the meeting, the said representatives offered legislative initiatives aiming to restore the right to receive pensions for persons residing in the temporarily occupied territories, as well as to simplify the procedure for pension payments to internally displaced persons.

In the course of the discussion, the participants drew attention to the need to amend the Law of Ukraine "On compulsory state pension insurance" and offered to pay pensions to residents of the occupied territories regardless if there is the status of an internally displaced person.

To simplify the pension procedure for the above persons, there was proposed to abrogate the legal provision that stops pension payments to an internally displaced person if not at home for over sixty days. This would largely reduce the workload at entry-exit checkpoints, since 60% of people crossing them are retired persons.

Summarizing the meeting, the parties agreed on the need to simplify the procedure for proving the right to pension and to re-legislate for a special procedure for receiving pensions by retired persons from among internally displaced ones.
