After the noon recess, the Chairman Parubiy reminded that the Constitutional Court of Ukraine had affirmed conformity of the draft law No.9037 on amendments to the Constitution of Ukraine (concerning the strategic course of the state to the acquisition of full membership in the European Union and the North Atlantic Treaty Organization) with the requirements of Articles 157 and 158 of the Constitution of Ukraine.

The line committee commended the parliament to pass the bill on the second reading and in tote.

The presiding officer gave the floor to representatives of parliamentary fractions.


Laws, bills and resolutions passed


On EU-NATO membership

--Draft resolution No.9037/P1

By 311 ayes the parliament passed the resolution No. 9037/P1 “On prior consent to the bill on amendments to the Constitution of Ukraine (concerning the strategic course of the state to the acquisition of full membership in the European Union and the North Atlantic Treaty Organization)” (registration No.9037).


Resignation of agrarian minister

--Draft resolution No.9327

Through passing the above resolution the parliament deposed by 257 ayes the minister of agrarian policy and food of Ukraine Taras Kutovyi.


Designation of veterans’ affairs minister

--Draft resolution No.9323

By 270 votes the parliament appointed Iryna Friz to be the minister for veterans’ affairs. She resigned her MP position and took her oath of ministerial office.


Designation of finance minister

--Draft resolution No.9322

By 242 votes the parliament appointed Oksana Markarova to be the minister of finance. She then took her oath of ministerial office before the chamber.


On amendments to Ukraine’s budget code

--Draft law No.9084

By 243 ayes, the Verkhovna Rada of Ukraine has legislated the budget code amendments set forth in the draft law of Ukraine “On amendments to the Budget Code of Ukraine”.

The law regulates issues related to drafting the law on the State Budget of Ukraine for 2019 by reconciling certain provisions of the сode with the current legislation and taking into account financial resources available at state and local budgets.

The law, in particular, provides for

5% of mineral extraction royalty of national value (except for oil, natural gas and gas condensate) shall be paid (transferred) to local self-government budgets in situ (at place of mining spots);

transfer (payment) of personal income, assessed by a tax agent or an individual who gains income from a non-tax agent person, from earnings received by individuals through leasing out (subleasing, emphyteusis (fee-farm)) land lots, land shares allocated or not allocated in kind (afield) - to corresponding local budgets in situ where such rentals (leased property) located (amendments to the second part of article 64);

entitling oblast (regional) councils to make foreign borrowings and issue local guarantees for purposes listed in the law – changes to articles 2,16,17, 18,74;

a wider list of secured government spending on state guarantee programmes of public medical service – changes to article 55;

budgetary higher education expenditures are to cover training of specialists, research and academic personnel demanded by a state order from privately owned higher education establishments of III-IV levels of accreditation and others – changes to subitem “v” of item 7 of the first part of article 87 and subitem “v” of item 2 of the first part of article 90;

a wider list of services, which are subject to benefits and housing assistance to population at the expense of subventions from a state budget to local budgets, and - of population categories who are subject to such benefits and subsidies - changes to subitem “b” of item 4 of article 89, the third and fourth parts of article 102 and item 20-1 of the first part of article 91;

undertaking expenditures for small clustered houses at the expense of subventions from a state budget on social protection – changes to subitems “a” and “b” of item 4 of the first part of article 89;

exclusion from the list of expenses, covered by the Crimean and regional budgets, the costs for co-financing (50 percent) projects on liquidation of coal and peat mining enterprises and the costs for drainage systems maintenance in fail-safe operation mode – changes in item 7 of the first part of article 90;

an educational subvention estimate must include employee costs with accruals for educators working for higher education establishments of I-II accreditation levels – changes to item 1 of the third part of article 103-2;

extension of in-force period through 2019 to the provision that entitles to cover maintenance of pre-school educational and cultural establishments from rural, settlement and municipal budgets – changes to item 20 of chapter IV;

regulation of the code’s provision regarding formation of local budgets, taking into account the introduction - since 2019 - of the program-target method into budget processes for local budgets of all levels.
