299 people's deputies registered in the session hall. Chair of the Verkhovna Rada of Ukraine Oleksandr Turchynov announced the morning meeting open.

People's deputies made their statements, announcements and messages.

Chair of the All-Ukrainian Union "Batkivshchyna" faction Serhii Soboliev claimed it is urgent to consider the EU Association Agreement and its ratification. 

S.Soboliev stressed the necessity of adopting bills on lustration and on elections.

Oleksandr Donii made a speech on behalf of the group "Sovereign European Ukraine" and called the deputy corps to unite in order to settle the problem of providing assistance to "those who are fighting against the enemy", and emphasized the need to consider the law on lustration.  

Chair of the "Economic Development" group Anatolii Kinakh outlined that Ukraine is being changed to a "polygon of global confrontation". Under such circumstances, consolidation of all power branches is a guarantee of victory.

Member of the deputy's group "For Peace and Stability" Mykhailo Opanashchenko suggested that people's deputies should "work during the whole week and if necessary – during the next week, too".

A member of the Party of Regions Nestor Shufrych claimed the ATO fighters not always receive the status of a combatant, and the citizens who left the ATO area – the status of refugees. He also criticized the government for lack of attention to the social issues.

Chair of the All-Ukrainian Union "Svoboda" faction Oleh Tiahnybok called to approve the bills on lustration, on elections on a proportional basis with open lists, and on sanctions.

Chair of the faction of political party "UDAR" Vitalii Kovalchuk drew attention to the need for adopting the laws on lustration and on elections with open lists. 

People's deputies considered the issue on including to the agenda the bills on elections to the Verkhovna Rada of Ukraine. None of the bills received enough votes. The Chairperson announced a break and invited leaders of factions and groups for consultations.

After the break, the Verkhovna Rada again considered some issues on including to the agenda several bills on elections; however, none of them received enough votes.

Oleksandr Turchynov informed that the Chair of the National Bank shall arrive at the Parliament at 4 p.m.

Then, the bill on ratification of Agreement between Ukraine and Malaysia on sending Malaysian personnel to Ukraine in connection with MH17 Malaysia Airlines plane crash was discussed. Deputies upheld the bill with 311 votes.

 

The bill on ratification of the Agreement (in a form of the notes exchange) between the Government of Ukraine and the Government of Japan concerning the Loan Agreement for Economic Reform Development Policy Loan between the Cabinet of Ministers of Ukraine and Japan International Cooperation Agency was adopted as a basis the in entirety with 292 votes. 

The Resolution on transferring some property, which ensures activity of the Verkhovna Rada of Ukraine, to the balance of the Ministry of Internal Affairs of Ukraine, was adopted.  

The bill on amendments to the Tax Code of Ukraine re several issues of charitable assistance taxation was included into the agenda and adopted as a basis.

People's deputies upheld the proposal to eliminate inconsistencies in the text of the adopted law on amendments to several legislative acts of Ukraine re food products (Reg. No. 4179a).

The bill on lustration (Reg. No. 4359a) was not included into the agenda. Then, the draft law on amendments to article 9 of the Law of Ukraine "On elections of people's deputies of Ukraine" was included into the agenda. 

After the discussion, the Verkhovna Rada included the bill on sanctions into the agenda with 275 votes.

Prime-Minister of Ukraine Arsenii Yatseniuk reported on the bases for introducing sanctions and their features. "Adoption is this law is the issue of national dignity", claimed Arsenii Yatseniuk. Following the results of the discussion, the bill was adopted in the first reading with 243 votes. 

The draft laws on amendments to the Criminal Procedure Code of Ukraine re special regime of pre-trial investigation under conditions of the martial law, the state of emergency and in the area of the anti-terrorist operation, and on amendments to the Criminal Procedure Code of Ukraine re special regime of pre-trial investigation under conditions of the martial law, the state of emergency and in the area of the anti-terrorist operation were adopted as a basis and in entirety.

Chair of the Committee on Legislative Support of Law Enforcement Andrii Kozhemiakin reported on the bill on amendments to the Law of Ukraine "On Militia" re conditions of using force, special means or firearms in the area of the anti-terrorist operation. People's deputies adopted the document as a basis the in entirety.   

Chair of the Committee on National Security and Defence Volodymyr Lytvyn informed about the bill on amendments to the Laws of Ukraine "On amendments to the laws of Ukraine "On Military Duty and Military Service" and "On Principles of Preventing and Combating Corruption" (re induction of citizens into military service). The bill was adopted with 229 votes.

The draft resolution "On Recommendations of the parliamentary hearings entitled "Defence capacity of Ukraine in the XXI century: challenges, threats and ways to overcome them" was adopted as a basis the in entirety. 

At the beginning of the evening meeting, the Verkhovna Rada adopted the Law "On amendments to the Law of Ukraine "On ensuring citizens’ rights and freedoms and legal regime on the temporary occupied territory of Ukraine" re place of residence and the right to education", and the Law "On the tax and customs control in the free economic zone of Crimea and the peculiarities of conducting economic activity on the temporary occupied territory of Ukraine".

MPs also adopted the Law "On amendments to the Law of Ukraine "On Medicines" re improving the procedure of providing the population with medicines for treating socially dangerous or serious diseases.  

The Verkhovna Rada also included into the agenda and adopted as a basis and in entirety the bill "On administering justice and conducting criminal proceedings in connection with the anti-terrorist operation".

People's deputies granted a hearing to Chair of the National Bank Valeria Hontareva who claimed external challenges of Ukraine and panic among the population as reasons for devaluation of hryvnia. A well-balanced USD rate is 11,5 – 11,9, although, the National Bank is not ready to spend foreign exchange reserves for supporting such rate.  

Valeria Hontareva is sure that there are no economic reasons for increase of the rate. She promised to apply all the efforts to stabilize the rate using market instruments or administrative measures if necessary.

The Chair of the National Bank answered questions of the people's deputies.

MPs adopted the bill on amendments to article 230 of the Tax Code of Ukraine (re control over the turnover of excisable goods, and specifying separate tax norms) in entirety.   

Oleksandr Turchynov suggested that people's deputies should work in committees on Wednesday, August 13, and adjourned the meeting. Next plenary meeting of the Verkhovna Rada will be held on Thursday, August 14.
