Committee on Anti-Corruption Policy

At its Feb19 sitting, the committee heard the head of the National Agency on Corruption Prevention (a.k.a. the NAZK) on the progress in reloading the body and implementing the legislation with regard to corruption exposers area of law.

The NAZK head also dwelt on the body’s work plans, which, in particular, provide for making the e-declaration procedure extremely easier, drawing up a bill on the anticorruption strategy to be finalized by this March, setting up a specialized task force in charge of conducting awareness-raising campaigns, and launching by July 16 a register of financial health declarations of political parties.

The official also briefed MPs on the state of play in introducing the bill No.1010 amending the Law of Ukraine “On corruption prevention” (concerning corruption exposers)", which became operational since 1 January 2020.

A range of bills was also reviewed with a view to aligning them with the anticorruption legislation. The following documents were acknowledged to be in compliance with requirements of that branch of law (with some reservations), namely: Nos.2565, 2689, and 2613.

Members of the committee decided to meet again on the 4th, 12th and 18th of March 2020.

 

Committee on Youth and Sports

The сommittee recommended that the Verkhovna Rada adopt the first reading of a bill on child’s future state aid.

At its Feb19 sitting, committeemen reviewed the draft bill No.2801 amending the Law of Ukraine “On state aid to families with children” that is thought to trigger rendering financial aid to children by government (UAH 50,000 per child by means of a bank deposit). MPs did approve this well-meaning initiative.

They also offered some reservations to the bill: (i) to correlate the aid amount with living wage, (ii) to specify that the above child deposits be placed with state banks only, and (iii) to prohibit placing the aid money with investment funds or endowment life insurance programmes.

 

Committee on Ukraine’s Integration into EU

At its Feb19 sitting, the committee examined a number of bills for their compliance with EU legislation and Ukraine's international legal obligations under the Association Agreement. The following bills were recognized compliant (with some insignificant reservations):

  • Bills Nos.2757 (cutting VAT rate to boost home consumption starting from 1 Jan 2021), and 2757-1 (as its alternate),
  • Bill No.2553 (launching, in particular, a quality-dependent gas price differentiation),
  • Bill No.2558 (removing legislative loopholes in customs regulations as to placing live animals under quarantine at border checkpoints and protecting animal welfare),
  • Bill No.1182-1-d (settling law relations in Ukraine’s inland waterway transport industry and establishing economic and organizational bases for inland waterway transport activities).
