The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Thursday’s plenary session.

 

The morning section

 

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.

After the speeches, the Verkhovna Rada carried the agenda of the current meeting.

 

The current agenda:

1.     Bill No.2569 “On amendments to Article 1 of the Law of Ukraine ‘On the special order of local self-government in certain areas of the Donetsk and Luhansk Oblasts”.

2.     Resolution No.2417 “On amendments to the resolution of the Verkhovna Rada of Ukraine ‘On conducting the NATO PA spring session 2020’”.

3.     Resolution No.2302 “On establishment of a Verkhovna Rada temporary investigating commission to probe assaults on Kateryna Handziuk and other civic activists during 2017-2018”.

 

  • Second reading

4.  Bill No.2299 “On amendments to certain legislative acts of Ukraine regarding refinements of educational activities in the field of higher education”.

5.     Bill No.0933 “On amendments to the Law of Ukraine ‘On temporary measures for the period of the anti-terrorist operation’ (regarding particularities of making out identity or Ukrainian citizenship documents)”.

6.     Bill No.2317 “On amendments to the Tax Code of Ukraine and some other legislative acts of Ukraine (regarding better excise-tax administration)”.

7.     Bill No.1233 “On amendments to the Labour Code of Ukraine (regarding elimination of regulations infringing the rights and legitimate interests of Ukrainian employers”).

 

  • First reading

8.     Bill No.2412 “On intelligence”.

9.     Bill No.2280 “On amendments to the Land Code of Ukraine and other legislative acts of Ukraine regarding land-use planning”.

10.   Bill No.2043 “On amendments to the Law of Ukraine ‘On protection of information in telecommunication and information systems’ (regarding confirmation of the information system’s compliance with the information security requirements)”.

11.  Bill No.2133 “On protecting the rights and legitimate interests of debtors when conducting debt collection activities.

12.  An array of bills on the environmental policy and public health care.

 

Parliamentarians then proceeded to the business of the day.

 

  • Laws, bills and resolutions passed

 

On local self-government in ORDLO

--Draft bill No.2569

Lawmakers have seen into the bill No.2569 “On amendments to Article 1 of the Law of Ukraine ‘On the special order of local self-government in certain areas of the Donetsk and Luhansk Oblasts”. The statute is drafted to renew the law for another year. The bill was backed by 320 ayes on the second reading.

 

On NATO spring session

--Draft resolution No.2417

By 322 ayes, the parliament passed the resolution No.2417 “On amendments to the resolution of the Verkhovna Rada of Ukraine ‘On conducting the NATO PA spring session 2020’”.

 

On VRU temporary commission

--Draft bill No.2302

Lawgivers confirmed the second reading of the resolution No.2302 “On establishment of a Verkhovna Rada temporary investigating commission to probe assaults on Kateryna Handziuk and other civic activists during 2017-2018” by 347 votes in favour.

 

About reducing pressure on business

--Draft bill No.2172

MPs have reviewed the bill No.2172 “On amendments to certain legislative acts of Ukraine regarding reducing pressure upon businesses by market surveillance authorities” and approved it in tote by 277 assenting votes.

 

On freedom of movement

--Draft bill No.0932

On the second reading there was taken the bill No.0932 On amendments to the Law of Ukraine ‘On freedom of movement and free choice of place of residence in Ukraine’ (regarding granting asylum to homeless persons)”. 343 parliamentarians confirmed the statute.

 

On identity, citizenship documents during ATO time

--Draft bill No.0933

By 348 votes in favour there was taken the bill No.0933 “On amendments to the Law of Ukraine ‘On temporary measures for the period of the anti-terrorist operation’ (regarding particularities of making out identity or Ukrainian citizenship documents)” on the second reading.

 

On unhampered access of ICRC to detainees

--Draft bill No.0885

335 lawmakers have backed on the second reading and in tote the bill No.0885 “On amendments to the Law of Ukraine ‘On pretrial detention’ regarding ensuring an unhindered access of ICRC’s representatives to apprehended persons”.
