The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Tuesday’s plenary meeting.

 

The morning section

 

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.

After the speeches, the Verkhovna Rada carried the agenda of the current meeting.

 

The current agenda:

 

·        Second reading

1.     Bill No. 2116 “On amendments to the Law of Ukraine ‘On the State Bureau of Investigations’ regarding improving its performance”.

2.     Bill No.0963 “On amendments to the Law of Ukraine ‘On road traffic’ regarding arranging the traffic for ease of wheelchair users”.

3.     Bill No.2300 “On amendments to the Law of Ukraine ‘On state regulation of production and circulation of ethyl, cognac and fruit alcohols, spirituous liquors, tobacco goods and combustibles’  regarding the liberalization of ethanol production”.

 

·        First reading

4.     Bill No.1209 “On amendments to certain legislative acts of Ukraine regarding improving the tax administration and removing legal loopholes in the tax legislation” (including the bill No.1209-1 as the alternate); and the relevant changes to the Tax Code of Ukraine under the bills Nos.1210, 1210-1.

5.     Bill No.2237 “On amendments to certain legislative acts of Ukraine to reconcile them with the Law of Ukraine ‘On amendments to Article 80 of the Constitution of Ukraine regarding parliamentary immunity of Ukrainian parliamentarians” (including the bill No.2237-1 as the alternate).

6.     Bill No.2078 “On amendments to the Law of Ukraine “On some issues of registering and importing vehicles into Ukraine’s customs territory” (including the bill No.2078-1 as the alternate).

7.     Bill No.2313 “On amendments to the Law of Ukraine ‘On corruption prevention’ (regarding double jobbing of Ukrainian parliamentarians’ assistants-advisers)” (including the bills Nos.2313-1, 2313-2, 2313-3 as the alternates).

 

·        Agenda expectants

8.     Bill No.2318 “On amendments to the Customs Code of Ukraine and some other legislative acts of Ukraine regarding enhancing the management structure in the field of public customs and tax policies” (including the bill No.2318-1 as the alternate).

9.     Bill No.1231. The Law of Ukraine “On verification and monitoring of public payments”, with the Ukrainian president’s proposals of November 7, 2019 attached”.

On state bureau of investigations

--Draft bill No.2116

MPs have considered the bill “On amendments to the Law of Ukraine ‘On the State Bureau of Investigations’ regarding improving its performance”. By 250 ayes, the bill was taken in tote.

 

Change to today’s agenda

--Resolution No.2101-14

The resolution suggests including into today’s business of the day a list of new bills for further consideration. The document was approved by 290 ayes.

 

On early termination of MP powers

--Draft resolution No.2506

Resignation of MP O.M.Kubrakov was backed by 329 parliamentarians.

--Draft resolution No.2507

Resignation of MP O.V.Kucher was backed by 338 parliamentarians.

 

On easier traffic for wheelchair users

--Draft bill No.0963

Lawgivers have reviewed the bill No.0963 “On amendments to the Law of Ukraine ‘On road traffic’ regarding arranging the traffic for ease of wheelchair users”. They confirmed the bill by 250 votes in favour.

 

On better taxing

--Draft bill No.1209

MPs have seen into the bill No.1209 “On amendments to certain legislative acts of Ukraine regarding improving the tax administration and removing legal loopholes in the tax legislation” (including the bill No.1209-1 as the alternate). After a thorough review, they sanctioned the first reading of the bill No.1209-1 by 250 ayes.

 

Alterations to Ukraine’s tax code

--Draft bill No.1210 (including the draft bill No.1210-1 as the alternate)

MPs have started to examine the bill 1210 which is thought to make changes to the Ukrainian tax code. Further consideration of the bill will be resumed at the evening section of today’s plenary meeting.
