The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Friday’s plenary session.

 

The morning section

 

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.

After the speeches, the Verkhovna Rada carried the agenda of the current meeting.

 

The current agenda:

 

1.     “Ask the Government” hour.

 

First reading

 

2.     Bill No.2300 “On amendments to the Law of Ukraine ‘On state regulation of production and circulation of ethyl, cognac and fruit alcohols, spirituous liquors, tobacco goods and combustibles’  regarding the liberalization of ethanol production”.

3.     Bill No.2237 “On amendments to certain legislative acts of Ukraine to reconcile them with the Law of Ukraine ‘On amendments to Article 80 of the Constitution of Ukraine regarding parliamentary immunity of Ukrainian parliamentarians” (including the bill No.2237-1 as the alternate).

4.     Bill No.2078 “On amendments to the Law of Ukraine “On some issues of registering and importing vehicles into Ukraine’s customs territory” (including the bill No.2078-1 as the alternate).

5.     A range of draft bills concerning improving tax administration, rendering legal aid, the judicial system, and protection of information, regularizing rates of subsoil use rent for the purpose of amber extraction and the like.

6.     Bill No.2116 (including the bill No.2116-1 as the alternate) “On amendments to the Law of Ukraine “On the State Bureau of Investigations” regarding improving its performance”.

7.     Bill No.1208-2 “On the Bureau of Financial Investigations of Ukraine”.

8.     Bill No.2045-1 “On amendments to certain legislative acts of Ukraine regarding granting the status and social guarantees for individuals from among participators of the anti-terrorist operation”.

9.     Bill No.0858 “On amendments to the Land Code of Ukraine and some other legislative acts on combating corporate raiding”.

 

B-side

 

10.  A set of personnel resolutions.

 

Dmytro Razumkov informed that the Prime Minister of Ukraine Oleksii Honcharuk and members of the Cabinet of Ministers are taking part in the plenary session. The members of the Cabinet of Ministers are expected to field questions regarding the health care reform and the state of play in Ukraine’s health care financing.

The presiding officer gave the floor to the Minister of Healthcare of Ukraine Zoriana Skaletska.

The questions hour started.

The minister delivered her report and noted that the ministry is in full readiness for communication and cooperation.  She also fielded questions from parliamentary factions.

Ask the Government hour ended at this point.

 

Parliamentarians then proceeded with the business of the day.

 

  • Laws, bills and resolutions passed


On election of committees leadership

--Draft resolution No.2394

MPs have reviewed the draft resolution “On amendments to the resolution of the Verkhovna Rada of Ukraine “On election of chairmen, first deputy chairmen, deputy chairmen, secretaries, committee members of the Verkhovna Rada of Ukraine of the ninth convocation”. The paper moves to elect MP Lesia Vasylenko as a member of the Verkhovna Rada Committee on Environmental Policy and Nature Management and MP Ruslan Trebushkin – as a member of the Verkhovna Rada Committee Committee on National Security, Defence and Intelligence. By 337 ayes, the document was approved in tote.

 

On regulation of spirits production

--Draft bill No.2300

Lawgivers have seen into the bill No.2300 “On amendments to the Law of Ukraine ‘On state regulation of production and circulation of ethyl, cognac and fruit alcohols, spirituous liquors, tobacco goods and combustibles’  regarding the liberalization of ethanol production”.  The bill was confirmed on the first reading by 293 ayes.

 

On gas transport unbundling

--Law of Ukraine No.2239-1

MPs have smoothed over disconformities in the text of the recently adopted Law of Ukraine No.2239-1 “On amendments to certain laws of Ukraine in connection with the unbundling of natural gas transportation activities”.

 

New VRU inter-factional associations

The first deputy speaker of the Verkhovna Rada of Ukraine Ruslan Stefanchuk announced the creation of the following inter-factional parliamentary associations: “Ukraine-UAE”, “Invest in Ukraine”.

 

The presiding officer gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.

 

After the speeches, the presiding officer closed the morning section of the meeting.


  • From November 18 till November 22 parliamentarians will be conducting their voter education activities, then, from November 25 until November 29, they will be engaged in their committee work (in committees, commission and factions).
  • The Parliament of Ukraine shall meet next time on December 3, 2019 - Tuesday.
