The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened Friday’s plenary session.

The morning section

378 parliamentarians have registered to attend the plenary meeting.

The First Deputy Chairman Ruslan Stefanchuk read out parliamentarians’ requests.

The Verkhovna Rada endorsed the agenda of the current meeting.


The current agenda:

·   Bill No.1010 “On amendments to the Law of Ukraine “On corruption prevention” (concerning corruption exposers);

·   Bills Nos. 1036, 1036-1 “On amendments to certain legislative acts of Ukraine regarding ensuring openness and transparency of activities of the Verkhovna Rada of Ukraine”;

·     Bills Nos. 1054, 1054-1, 1054-2 "On recognition as null and void the Law of Ukraine "On the list of state property items that are exempt from privatization”. 

Draft laws “On concession” and “On lease of state and communal property” are to be considered today as well.

In addition, it is planned to include in the agenda some bills on licensing of economic activities and accelerating deregulation in this area, as well as two bills on introduction of a single account for taxes, fees, and a single contribution to compulsory state social insurance.

MPs then proceeded to reviewing the items of today’s agenda.

 

Laws, bills and resolutions passed


On corruption exposers

--Draft bill No.1010

“On amendments to the Law of Ukraine “On corruption prevention” (concerning corruption exposers)".

The bill provides for strengthening the protection of those who expose corruption and paying them remuneration. The draft bill was confirmed by 283 members of parliament on its first reading.

 

On transparency of parliamentary activities

--Draft bill No.1036 (including the draft bill No.1036-1 as the alternate). The parliament passed the draft bill No.1036-1 “On amendments to certain legislative acts of Ukraine regarding ensuring openness and transparency of activities of the Verkhovna Rada of Ukraine” by 244 ayes on the first reading.


On CEC’s dismissal

--Draft resolution No.2127

341 ayes gave the parliament to dismiss the CEC under the resolution No.2127 “On the anticipatory termination of powers of the Central Election Commission in pleno”.

In view of recurrance of unlawful acts and inaction of the Central Election Commission, the President of Ukraine proposed to return the seals for the entire Central Election Commission.


On VRU’s legislative drafting activity

--Draft bill No.1042 (including the draft bill No.1042-1 as the alternate)

On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine regarding planning and consistent legislative drafting activity of the Verkhovna Rada of Ukraine”. The draft law proposes to provide for approval of the Verkhovna Rada’s plan of legislative drafting activity. The first reading of the bill No.1042-1 was backed by 248 parliamentarians.

 

On exempt-from-privatization state property

--Draft bill No.1054 (including the draft bills Nos.1054-1, 1054-2 as the alternates)

The first reading of the draft bill No.1054-1 "On recognition as null and void the Law of Ukraine "On the list of state property items that are exempt from privatization” was sanctioned by 253 votes. The purpose of the draft bill is to attract domestic and foreign investments in Ukraine’s economy - increasing its productivity, creating new jobs, eliminating unclear legislation in the field of privatization of state property.


On state & communal property lease

--Draft bill No.1055 (including the draft bill No.1055-1 as the alternate)

The first reading of the draft bill No.1055-1 “The Law of Ukraine “On lease of state and communal property” was approved by 296 parliamentarians. The paper is to introduce a single transparent auction system for leasing state and municipal (communal) property.

 

On better business licensing

--Draft bill No.1060

“On amendments to certain legislative acts of Ukraine regarding improving the licensing procedure for business activity”.

The bill protects entrepreneurs from arbitrariness of officials through improving Ukrainian business licensing law in force. The first reading of the bill was backed by 282 votes.

 

On outer space activity in Ukraine

--Draft bill No.1071
The draft bill No.1071 “On amendments to certain legislative acts of Ukraine regarding governmental regulation of outer space activity” was upheld by 283 votes on the first reading. The purpose of the bill is to ensure a stable development, increase investment attractiveness, and create a competitive environment for development of the space industry in Ukraine, both for the public sector and for private enterprises.

 

About concession

--Draft bill No.1046

293 parliamentarians backed with their votes the first reading of the Law of Ukraine “On concession”.  The bill is aimed at organizing of effective management for state property.

 

On single treasury account for taxes & duties

--Draft bill No.1049

269 members of parliament approved the first reading of the bill “On amendments to certain legislative acts of Ukraine regarding introduction of a single treasury account for taxes, duties and single contributions to compulsory state social insurance”. The legislative changes proposed significantly simplify administration of taxes by introducing a single account for taxes and duties.

 

Single account changes to UA tax code

--Draft bill No.1051

By 262 ayes the parliament carried the first reading of the bill “On amendments to the Tax Code of Ukraine regarding introduction of a single treasury account for taxes, duties and single contributions to compulsory state social insurance”. The bill is obviously linked with the above draft bill No.1049, just making appropriate changes to the Tax Code of Ukraine.

 

Closing the morning session, Ruslan Stefanchuk announced the creation of an inter-factional parliamentary association "Ukrainians in the World" at the Verkhovna Rada. The body is to be headed by Sviatoslav Yurash, MP.

 

The presiding officer closed the meeting.

 

MPs decided to work in their committees on Tuesday, September 17th.

The parliament shall meet next time on September 18, 2019 at 10 a.m.
