The Chairman of the Verkhovna Rada Dmytro Razumkov opened the evening round of the plenary sitting.

MPs proceeded with the business of the day.


Laws, bills and resolutions passed

 

On road traffic safety auditing

--Draft bill No.1061

The draft bill aims to introduce a road safety audit system as an effective means of preventing road traffic accidents. Road safety auditing in Ukraine may be voluntary or mandatory. Road safety audits are required for international and national motor highways.

Head ordering customers of road safety audits are the property operators. A road safety auditor is a specifically educated and properly licensed individual, who is duly listed in the roster of road auditors.

By 248 ayes the parliament passed the bill “On amendments to certain legislative acts of Ukraine regarding the traffic safety management” as a basis.

 

On protection of property rights

--Draft bill No.1056 (including the draft bill No.1056-1 as the alternate)

The main purpose of the bill is to provide additional guarantees of property rights protection in Ukraine.  This will be achieved by amending a number of legislative acts containing outdated and inefficient regulations.

The bill provides for the elimination of major legal loopholes that cause problems for property and business owners. Provisions of the draft law provide for the termination of activities of accredited entities (bodies), the introduction of mandatory notarization for agreements on the alienation of corporate rights, the introduction of the principle of synchrony between notarization and state registration of rights, and increasing responsibility for violation of the relevant registration procedures. The first reading of the draft bill No.1056-1 was backed by 327 members of parliament.

 

On judicial governance bodies

--Draft bill No.1008 (including the draft bill No.1008-1 as the alternate)

“On amendments to certain laws of Ukraine regarding bodies of judicial governance”.

The purpose and the task of the draft law is to comprehensively regulate the organization of the activities of the High Qualifications Commission of Judges of Ukraine and the High Council of Justice. The bill aims to introduce an array of amendments to the Laws of Ukraine “On the judiciary and status of judges”, “On purification of power”, “On the High Council of Justice”.  It is suggested to regularize the activity of the High Qualifications Commission of Judges of Ukraine and the High Council of Justice.

The High Council of Justice is expected to launch and steer an ethics and integrity commission.

The changes offered relate as well to the scope of application of the Law of Ukraine “On purification of power”. It is proposed to expand the list of posts which are subject to the purification measures (lustration).

The parliament carried the first reading of the bill by 238 ayes.

 

On expediting assizes

--Draft bill No.1026

“On amendments to certain legislative acts of Ukraine concerning grounds for referral of a case to the Grand Chamber of the Supreme Court and terms for  return of administrative cases”.

The purpose of the bill is to prevent delays in considering assizes.  In addition, it should unify the procedural codes and resolve the problems of piling up a large number of cases at courts of appeallate and cassational instances. The bill was taken on the first reading by 262 members of parliament.

 

On streamlining the legislative procedure

--Draft bill No.1039 (including the draft bills Nos.1039-1, 1039-2 as the alternates)

“On amendment to Article 116 of the Rules of Procedure of the Verkhovna Rada of Ukraine regarding requirements for proposals and amendments to a draft law afoot for second reading”.

The purpose of adopting the proposed bills is improvement of the legislative procedure.  The drafters propose to do this by amending part 1 of Article 116 of the Rules of Procedure of the Verkhovna Rada of Ukraine. 240 parliamentarians confirmed the draft bill No.1039-2.

 

On electronic workflow

--Draft bill No.1044 (including the draft bill No.1044-1 as the alternate)

“On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine regarding introduction of electronic workflow relating to the legislative process”. The draft bill No.1044-1 was taken as a basis by 270 ayes.

 

No coin for absentees

--Draft bill No.1035 (including the draft bills Nos.1035-1, 1035-2 as the alternates)

“On amendments to certain legislative acts of Ukraine regarding loss of Ukrainian parliamentarians’ right to financial support through unexcused absence at plenary sessions of the Verkhovna Rada of Ukraine or sittings of the Verkhovna Rada committees”.

The parliament took the first reading of the bill No.1035-2 by 288 votes.

 

The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov closed the evening section of the meeting.
