Having opened the evening round, Dmytro Razumkov gave the floor to parliamentary faction representatives.

Upon the speeches, the chamber proceeded to further reviewing the business of the day.

 

Laws, bills and resolutions passed

 

On semiconductor products

--Draft bill No.1062

By 333 ayes the parliament passed the draft bill “On amendments to certain legislative acts of Ukraine on improving protection of the rights to build semiconductor products”.


On cash registers

--Draft bill No.1053 (1053-1 as alternate)

The parliament passed the bill “On amendments to the Law of Ukraine “On application of payment transactions recorders in trade area, service industry and public catering” regarding un-shadowing of settlements in the trade and service sectors”. The first reading of the alternate draft bill No.1053-1 was approved by 257 parliamentarians.

 

More well-documented and sure settlements

--Draft bill No.1073

The Verkhovna Rada sanctioned the draft bill “On amendments to the Tax Code of Ukraine regarding un-shadowing of settlements in the trade and service sectors”.

The bill is thought to launch a compensation mechanism to recoup a consumer (a buyer) with the purchasing cost, an eCabinet-framed information system making it possible to authenticate a shopping bill (receipt, till slip, etc.) received by a buyer on-site, as well as a number of other innovations. The paper was upheld by 249 parliamentarians on its first reading.

 

On reforming of prosecution bodies

--Draft bill No.1032

On its first reading the draft bill “On amendments to certain legislative acts of Ukraine regarding the prime measures in reforming of prosecution agencies” was approved by 287 members of parliament.

The draft law is aimed at making high-priority arrangements focused onto personnel reloading of prosecution agencies through qualifying examinations (competence assessment) of incumbent prosecutors, as well as providing opportunities for all virtuous candidates who have the proper theoretical knowledge and practical skills to be taken on at any prosecutor's office on a competitive basis.

The main purpose of the bill is to create preconditions for the establishment of a system of prosecutors, whose activity is based on the principles of efficiency, professional competence, independence and responsibility.

 

On reloading government

--Draft bill No.1066

273 parliamentary votes confirmed the first reading of the draft bill No.1066 “On amendments to certain legislative acts of Ukraine regarding restarting government”.

The objective and the goal of the bill is to simplify the procedure for admittance to and dismissal from the civil service, to increase the accountability of civil servants for achieving results of their activities, as well as to introduce the possibility of contracted civil service and regulate implementation of the law, and to eliminate the excessive regulation of relevant public relations.

 

On changes in parliamentary procedure

--Draft bill No.1043

The parliament carried the bill “On amendments to the Rules of Procedure of the Verkhovna Rada of Ukraine regarding counteracting abuse of parliamentarian’s rights in the course of a legislative procedure”.

The bill introduces a set of procedural changes of great moment, pointed at eliminating the said rights abuse. 234 members of parliament approved the statute on its first reading.

 

On changes in atomic energy use

--Draft bill No.1084

By 293 ayes the parliament passed the first reading of the bill “On amendments to certain legislative acts of Ukraine in the sphere of nuclear energy application”. The polar objective of the bill is strengthening radiological protection of the population.

 

Ruslan Stefanchuk, the First Deputy Chairman of the Verkhovna Rada of Ukraine, announced the creation of the Inter-factional Association “Equal Opportunities” at the Verkhovna Rada of the ninth convocation.

 

The Chairman of the Verkhovna Rada of Ukraine Dmytro Razumkov closed the evening meeting.

 

The parliament shall meet next time on September 11 at 10 am.
