The Chairperson of the Verkhovna Rada of Ukraine Dmytro Razumkov opened the Tuesday’s plenary session.

365 parliamentarians have registered to attend the meeting.

 

The morning section

 

Opening the meeting, the Chairman of the Verkhovna Rada Dmytro Razumkov announced that there had been a sitting of the Vote-Counting Commission of the Verkhovna Rada of Ukraine of the ninth convocation (aka Tally Commission), where its complement was finalized:

·        Oleksandr Korniienko (MP) – as chairman,

·        Yurii Pavlenko (MP) – as his deputy,

·        Oleksandra Ustinova (MP) – as secretary.

The Chairman gave the floor to representatives of the parliamentary factions and groups to make their announcements, statements, reports and proposals.

The Verkhovna Rada endorsed the agenda of the current meeting.


The current agenda:


1.Bill No.1012 “On a special procedure for dismissal of the President of Ukraine from office (impeachment)” – first reading;

2.Bill No.1009 “On amendments to certain legislative acts of Ukraine regarding improving some provisions of the criminal procedure law” – first reading;

3.Bill No.1025 “On amendments to the Law of Ukraine “On the Supreme Anti-Corruption Court” (regarding commencement of the court’s work) – first reading;

4.Bill No.1080 “On amendments to the Criminal Code of Ukraine and the Criminal Procedure Code of Ukraine regarding reducing the pressure on businesses” – first reading;

5.Bill No.1032 “On amendments to certain legislative acts of Ukraine regarding the prime measures in reforming prosecution agencies” -  first reading;

6.Bill No.1066 “On amendments to certain legislative acts of Ukraine regarding restarting government” - first reading.

MPs then proceeded to reviewing the items of today’s agenda.

 

Laws, bills and resolutions passed

 

On Kovalenko’s resignation

--Draft resolution No.2091

By 369 votes the parliament agreed about A.M. Kovalenko’s (MP, Servant of the People) early resignation from her MP position.

 

On committees’ staff changes

--Draft resolution No.2092

The draft resolution “On amendments to the resolution of the Verkhovna Rada of Ukraine “On election of chairmen, first deputy chairmen, deputy chairmen, secretaries, members of committees of the Verkhovna Rada of Ukraine of the ninth convocation” was approved by 353 votes. The paper has changed the item 1 of the resolution.

In particular, according to the changes, Serhii Larin (MP, The “OP – For Life” faction) was elected as secretary of the Committee on Digital Transformation, and a number of other parliamentarians were elected as members of committees of the Verkhovna Rada of Ukraine of the ninth convocation.   

 

On presidential impeachment

--Draft bill No.1012

The parliament passed the draft bill “On a special procedure for dismissal of the President of Ukraine from office (impeachment)” in tote with some juristic corrections. 245 parliamentarians voted for this statute.


On changes in criminal procedure law

--Draft bill No.1009

The bill aims to improve the legal regulation of criminal proceedings both for the effective conduct of pre-trial investigations and for providing the defence with additional safeguards against probable abuse by judges, investigators and prosecutors. The bill was taken as a basis (first reading) by 297 ayes.

 

On supreme anti-corruption court

--Draft bill No.1025

The first reading of the draft bill “On the Supreme Anti-Corruption Court” (regarding commencement of the court’s work)” was passed by 345 parliamentarians.

 

On slacker squeeze on business

--Draft bill No.1080

By 365 ayes the parliament carried the first reading of the draft bill “On amendments to the Criminal Code of Ukraine and the Criminal Procedure Code of Ukraine regarding reducing the pressure on businesses”.

The draft law is made to humanize criminal liability for tax evasion and to prevent abuse and pressure by investigating authorities in charge of tax compliance. For this purpose it is proposed to amend the above codes.  In particular, Article 205 “Fictitious Entrepreneurship” is excluded from the Criminal Code of Ukraine.

 

On public procurements

--Draft bill No.1076

The parliament passed the draft bill “On amendments to the Law of Ukraine “On public procurements” and some other legislative acts of Ukraine regarding improving public procurements (redrafted)”. 351 parliamentarians voted for it. The bill is aimed at improving the public procurement system designed for developing a competitive environment and fair competition in Ukraine’s procurement sector.

It is proposed to redraft the law of Ukraine “On public procurements”,  to recognize as invalid the laws of Ukraine on purchases of nuclear fuel elements for nuclear reactors, of postal services, stamps and envelopes, and to correspondingly amend a set of codes and laws relating to sanctions, corruption prevention, elections,  political parties and others.

 

On a smaller number of businesses to be licensed

--Draft bill No.1050

By 338 ayes the parliament passed on the first reading the bill “On amendments to certain legislative acts of Ukraine regarding reducing the list of economic activities subject to licensing”.

The draft law is aimed at creating a favourable environment for doing business, developing small and medium-sized businesses and eliminating excessive or unjustified mechanisms for regulating the sphere of economic activity. The bill is supposed to reconcile certain provisions of the law on licensing of economic activities with the law on telecommunications. Adoption of the draft law will help reduce administrative pressure on business entities and simplify starting and running telecommunication businesses.

 

The Verkhovna Rada Chairman Dmytro Razumkov closed the morning plenary session.
