After nooning, the chamber proceeded with the business of the day, having focused on national security and defence issues.

They considered the bills No.9080, 9080-1, 9080-2, 9080-3 on the first reading. The Committee on National Security and Defence recommended to take the bill No.9080-1 on the first reading.

By 240 ayes the bill was approved on the first reading later on.

On mine action in Ukraine

--Draft bill No.9080-1

The parliament passed the bill “On mine action in Ukraine” on the first reading. The bill is to frame the legal basis, objective, grounds, types and elements of mine action in Ukraine. The draft law is thought to determine:

  • list of objects and subjects of mine action, order of their creation, organizational and procedural principles of the activity;
  • requirements for mine action and demining specialists together with their responsibilities;
  • sources of mine action financing;
  • registration procedure for mine action operators, provision of assistance to blast victims, definition of status for territories aimed for mine action purposes;
  • terms of reference for mine action quality inspectors and the secretariat of the anti-mine operational center, etc.

The draft law provides for the legal norms formulated to govern democratic civil control over the mine action sphere, Ukraine’s national mine action interests as well as principles of international cooperation and conducting economic activities in the realm of mine action. The bill also defines procurement contract essentials for works and/or services in the field of mine action, and suggests establishing liability for violation of national mine action legislation.


  • First Vice-Speaker’s address over Donbas pseudo-elections

In her speech, the First Deputy Chairperson of the Verkhovna Rada of Ukraine Iryna Herashchenko lime-lighted the so-called “elections” scheduled to be soon held in the occupied territories of the Donbas.

She clued up that today the Russian Federation government declared it would in any case recognize the results of these unlawful and illegitimate elections in the Donbas. She reminded that the holding of these elections had been condemned by the Group of Seven (G7) countries, the European Union, the United States of America and the generality of the UN Security Council members.

Iryna Herashchenko called on parliamentarians to denounce the said “elections” in their speeches.
