On State Border Guard Service

Today marks the 100th anniversary of the new State Border Guard Service of Ukraine, - Andriy Parubiy

Opening the plenary meeting on Tuesday, the Chairman of the Verkhovna Rada of Ukraine informed that today the 100th anniversary of the new State Border Guard Service of Ukraine is celebrated. “In March 2018, a separate Corps of the Border Guard Service was formed. In our time, the border guards are protecting the civilized world from the invasion. Today, not only Ukraine they protect, but the entire free world also,” said the politician. The Chair of the Parliament thanked to "all who held out". “Dear warriors, we wish you health and clear skies.  Glory to Ukraine!” stressed the Parliament’s Chairman.

Meeting Eerik-Niiles Kross, Estonia

‘There must be solidarity around the world in order to recognize the so-called elections of the Russian Federation in the Ukrainian Crimea as illegal,’ -- Andriy Parubiy

The Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy met with Eerik-Niiles Kross (Estonia, ALDE), Co-rapporteur of the Parliamentary Assembly of the Council of Europe (PACE) for monitoring of Ukraine, who is making a fact-finding visit to Ukraine from 19 to 21 March 2018.

Andriy Parubi congratulated Mr. Kross on his appointment to the post of Co-rapporteur of the PACE Monitoring Committee to Ukraine. “I do hope for our long-term and fruitful cooperation,” he said.

The Chairman of the Verkhovna Rada of Ukraine expressed his gratitude to the Parliamentary Assembly of the Council of Europe for solidarity with Ukraine and its principled and consistent position in supporting the sovereignty and territorial integrity of Ukraine, protection of the human rights in the temporarily occupied Crimea and the East of Ukraine. “We are grateful for the steadfast position regarding the maintenance of sanctions against the Russian Federation. Putin's threat exists not only for Ukraine, but for the whole civilized world, since the entire system of world security has been violated,” stressed the politician.

At the same time, the Chair of the Ukrainian Parliament expressed surprise at the position of the Secretary General of the Council of Europe, Turbjorn Jagland, who had congratulated the Russian president on the victory of the ‘elections’.

During the meeting, Andriy Parubiy noted that in spite of all the difficulties caused by the Russian aggression against Ukraine, the pre-planned internal reforms were implemented in all spheres of the country’s life. “We are well aware of the complexity of the tasks in reforming the country, but we firmly believe that their implementation is an extremely important prerequisite for putting an end to the armed confrontation in the East of Ukraine and approaching de-occupation of the Crimea”.

The Chairman of the Parliament stressed that "among a fairly wide range of reforms that are currently being implemented, fighting corruption is one of the key elements". He told about the most important anti-corruption measures that have been taken in recent years.

In his turn, Eerik-Niiles Kross stressed that "despite the war, Ukraine has done a lot in reforming the country's life”.

The parties discussed adaptation of Ukraine’s legislation to the norms of the European Union. It was about working on a new electoral law and the prospects for adopting the Electoral Code.  The open-list system, which is envisaged by the draft of the new electoral law, "is the most beneficial to Ukrainian citizens, not politicians, and adopting this document has every prospect of success".

The parties also discussed the reform of the Ukrainian Parliament, regarding, in particular, re-distribution of the committees. Andriy Parubiy noted that was a recommendation of the Pat Cox’s Mission, and then added that the bills would be considered by the Ukrainian Parliament that very week.

The parties had also an ample debate on the ways of cooperation between the Ukrainian Parliament and the PACE Monitoring Committee. “All the recommendations are very important to us and they should be fulfilled. We count on your support, because the European integration is our goal, it is the only certain path we ought to go," underlined Andriy Parubiy.
