Sham elections in Russia

Opening the meeting of the Conciliation Board, the Chairperson of the UA Parliament A.Parubiy said that "yesterday, Russia conducted the so-called elections of an international criminal - Putin.  The occupant held what some called presidential elections in the territory of the occupied Crimea". He then recalled that the Ukrainian Parliament adopted an Appeal to all countries of the free world and international organizations calling not to recognize the legitimacy of the presidential elections, based on the general principle of law: rights cannot arise from an offense.

“The Russian aggressor deliberately chose the date of March 18. I would remind you that on March 18, 2014, there was signed a void agreement   on the so-called Crimea's accession to Russia. And this very day, a Ukrainian officer Serhii Kokurin was killed during the assault by the Russian occupation army of a Ukrainian military unit. We do remember about this. We will not forget and will not forgive,” he said.

Parliament’s newcomers

At the today’s Conciliation Board meeting, the Chairman of the Vekhovna Rada of Ukraine Andriy Parubiy presented appropriate certificates to the Ukrainian Parliament Commissioner for Human Rights Liudmyla Denisova and the Chairman of the Accounting Chamber of Ukraine Valerii Patskan, who had been both appointed to their posts recently. The Chairman noted that they would continue to cooperate with the Verkhovna Rada very tightly and fruitfully.

Plenary week’s timetable

Budget, environmental policies, urban development, parliamentary reform are among the coming week’s pet subjects. According to the Chairman, this Tuesday will have budget and industrial policies as well as entrepreneurship matters. On Wednesdays it takes ratification issues by tradition.  Thursday will be dedicated to construction, urban development problems and environmental policy. There will also be some extra points included into the week agenda, concerning, inter alia, reforming of the Parliament.

Anticorruption court

The Chairman of the Verkhovna Rada of Ukraine hopes that the draft law on the Anticorruption Court will be approved during this April.  He specified that the amendments to the   court law had only been completed last Thursday.

On State Guard and arms

“At the premises of the Verkhovna Rada of Ukraine as well as those bodies of state power that are under the state protection, armed there may only be the State Guard representatives,” – Andriy Parubiy.

The appropriate enactment shall be tabled to the Parliament for consideration at the earliest possible date. The law is to reaffirm there will nobody save the state guards be allowed to be armed indoors where a state protection is appropriated. 'Nobody' means no one at all (but the state guards), including members of parliament who from now on shall become liable by law to a personal inspection (frisking) with their belongings at once. The draft law has been pre-approved and inked by all the faction whips of the parliament which seems to be unique intrinsically.

This pressing initiative of the Chairman is hoped to be backed all over -- as “We, here, at the parliament of a country at war, shall surely provide security not only for the bodies of state power, but also for all those here under roof, including those children who time and again come to the parliament for sightseeing, and may one day fall into prisoners of a political situation in progress at the House”.

National security law

A.Parubiy noted that the draft bill on the national security of Ukraine is aimed at reforming the Ukrainian security sector, so as to make a decisive step on the way to NATO. The Parliament’s head called it a priority for the ongoing plenary session. A.Parubiy said that the EU Delegation to Ukraine together with NATO had expressed their observations and recommendations to this bill which had been submitted by the President of Ukraine Petro Poroshenko. At its first meeting, the Committee on National Security and Defense had set up a working group for further elaboration of the bill, which, the group, then held already two meetings, based on the above recommendations. “It is vitally important for me to take these recommendations into account, - said the Chairman of the Verkhovna Rada. “As I have emphasized before, the law on national security and defense aims both at reforming the Ukrainian security sector and also at resolving the crucial role of making a decisive step by Ukraine towards NATO”.

A.Parubiy stressed that he would try to achieve two goals at the same time -- taking into account the recommendations of the strategic partners as much as possible, and   adoption of the bill with no delay.
