Parliamentary hearings entitled: “On ways to stabilize banking system of Ukraine” were held in the Verkhovna Rada of Ukraine on February 18, 2015

Parliamentary hearings entitled: “On ways to stabilize banking system of Ukraine” were held in the Verkhovna Rada of Ukraine on FEBRUARY 18, 2015.

Representatives of the National Bank of Ukraine, Ministry of Finance, as well as other central authorities, that of Deposit Guarantee Fund, Public Council of the National Bank of Ukraine, Association of Ukrainian Banks, Independent Association of Banks of Ukraine, Ukrainian Credit-Bank Union, specializing NGOs and bank unions, banking and non-banking financial institutions, research organizations and experts participated in the parliamentary hearings.

Opening parliamentary hearings, Deputy Chairperson of the Verkhovna Rada of Ukraine Oksana Syroid said that: “the condition of banking system is one of the key indicators of mutual trust between the state and society. The present-day instability of banking system is a result of “ruination of confidential relations between a citizen and the state.”

O.Syroid noted that the main reasons for the current crisis of banking system “pertain to the attitude of the state to one of the fundamental human rights – the right of ownership.”

Deputy Chairperson of the Verkhovna Rada is convinced that maintenance of efficient operation of courts is an extremely important issue to restore trust in banking system. “Until there is no fair court, the right of ownership, as well as other rights will not be protected,” she stressed.

Head of the National Bank of Ukraine Valeriia Hontareva delivered the speech. She drew attention of those present to the issues of inflation; main components of the $40 billion IMF bailout package; macro-economic situation; tariffs; tactics of the National Bank in 2015; agreements reached with the International Monetary Fund; and exchange-value of hryvnia.

Valeriia Hontareva noted also that the National Bank has no resources to seriously influence exchange rate movement.

Chairperson of the Committee on Financial Policy and Banking Serhii Rybalka said that banking system has suffered also in the result of “wrong actions of the Government and the National Bank.”

According to S.Rybalka, “Ukraine is experiencing a systemic bank crisis today. It is the second one for the past six years.”

Chairperson of the Committee said that there are too little resources in the State Budget to support banks, and the international experience stipulates attraction of substantial external assistance.

Deputy Minister of Finance Vitalii Lisovenko emphasized extremely important role of banks in stabilizing economy. He informed about elaboration and introduction of new mechanisms for supporting banking system on the part of the state.

Commenting on further steps, Deputy Minister stressed that it is necessary to continue refining legal terrain.

Representative of the President of Ukraine in the Verkhovna Rada and former Head of the National Bank of Ukraine Stepan Kubiv suggested “changing the legislative basis.”

First Deputy Chairperson of the specializing Committee Mykhailo Dovbenko mentioned that increase of the present-day crisis occurred due to a number of subjective factors.

M.Dovbenko suggested that citizens become participants of state investment programmes on building social housing for displaced persons from Crimea and Donetsk and investment projects on ensuring energy independence of the country from the North-East aggressor.

Member of the National Bank of Ukraine Ihor Liutyi stressed that crisis in the banking system started worsening "when bankers, when banking system tried to receive super profits". In his words, the main problem is the problem of trust in the banking system. Therefore, this trust should be restored.

Deputy Chairperson of the Committee on Financial Policy and Banking Oleh Lavryk claimed negative macro economic indices influence banking system; he also stressed on corruption in the judicial system, absence of transparent accountability system, etc.

Managing Director of the Department for Financial Institutions at EBRD Nick Tesseyman called restructuring of banking sector in Ukraine a major task. "Now, Ukraine has a unique opportunity to create a modern banking system which will be managed and regulated according to modern standards". 

Nick Tesseyman informed that EBRD appreciates positive and efficient work of the National Bank of Ukraine.  

Leader of Radical Party faction Oleh Liashko stressed that monetary policy of the National Bank harms national economy. He accused Head of the National Bank of decrease in industrial production.     

Speaking about restoring trust in banking system, Oleh Liashko suggested making the first step towards restoring this trust "to dismiss this person (V.Hontareva) who discredits the whole banking system with her work".   

First Deputy Chairperson of the State Service for Financial Monitoring Andrii Kovalchuk analyzed the problem which now reflects a quite painful situation in the financial system of the country. To solve the problem discussed at these hearings, he suggested making amendments to the Law "On the National Bank of Ukraine".

Co-Chairperson of the Public Council at the National Bank of Ukraine, people's deputy of Ukraine of the sixth and seventh convocation, Stanislav Arzhevitin claimed the Public Council knows how to restore trust in the banking system.

He informed that the Public Council was created as an advisory body and its main aim is to establish relations of the banking system with the public.  

Managers of banks and banking associations, members of the specialized committee, scientists and independent experts also participated in the hearings.

Summing up the hearings, deputy Chairperson of the Verkhovna Rada of Ukraine Oksana Syroid claimed one of the problems of the hearings is lack of communication between key participants of this process.

O.Syroid suggested that the specialized Committee on Financial Policy and Banking take into account in recommendations of the parliamentary hearings the opinion on absence of trust between the society and the banks as one of the main reasons of the banking system crisis.

O.Syroid also paid attention to the need to take into account suggestions on how the state would restore this trust.
