The Chairman of the Verkhovna Rada of Ukraine Andriy Parubiy opened the special meeting of the Parliament.

A group of Oleh Liashko radicals demanded having consultations with the President of Ukraine.

In attendance, there were representatives of the Cabinet headed by the Prime Minister of Ukraine V.Hroisman and the Secretary of the National Security and Defense Council of Ukraine O.Turchynov.

Chair Parubiy has announced the President shall appear on the floor to spread the word about the martial law, to be followed by a 30-minute recess prior to further deliberation.

A.Parubiy gave the floor to the Secretary of the National Security and Defense Council of Ukraine O.Turchynov, who announced that the President of Ukraine had decided to halve the would-be martial law period. It was also said, the constitutional rights of citizens could be limited during the period. However, the president does not contemplate to utilize this instrument unless keenly needed otherwise. The secretary called on the chamber to support the bill No.9338 enacting the presidential decree.

The foreign affairs minister Pavlo Klimkin told in his speech what Russia violated in fact and which acts of aggression it had committed against Ukraine. "It is Russia that is fully responsible for the escalation of military tension and it must be punished correspondingly," said the minister. He also informed about the international negotiations and events taking place in connection with the Russian aggression.

Afterwards, the Chief of the General Staff Viktor Muzhenko told in his speech about the developments that had occurred yesterday during the march of the warships. “Russia’s yesterday actions are regarded to be an overt aggression,” he summed up in conclusion.

Representatives of parliamentary factions took part in the discussion.

The presiding officer gave the floor to the Prime Minister of Ukraine V.Hroisman.

The Prime Minister highlighted significance of the hour and noted that the question is "how to ensure stability in the country, how to make necessary decisions to protect our sovereignty. In difficult moments we have to be united, we have to make compromises, be able to protect this compromise and make the country stronger," he added. He also noted that he strongly believed in the President’s word that there would be no restrictions in the rights and freedoms of citizens as a result of the martial law introduction. V.Hroisman appealed to parliamentarians with a request to take consolidated decisions, while "the government will execute every decision taken". The minister stressed he saw no ground for economic slump whatsoever.

A.Parubiy informed there was the President of Ukraine P.Poroshenko in attendance at the meeting.

He gave him the floor.

Petro Poroshenko noted that he was in possession of full information about the   threat Ukraine had recently faced. He emphasized: "There is a clear evidence of the aggression of the Russian Federation against Ukraine on the Sea of Azov".

“Now, we have to pool our efforts, we must make a mega-important decision upon the declaration of martial law, which, I’d like to emphasize this separately, will be applied only in case of a ground military campaign undertaken by Russia," underlined the President.

The President then confirmed he had halved the proposed martial law period to 30 days only to reassure about the elections.

Additionally, the new decree shall limit the martial law coverage to solely areas alongside Russia’s border, the Transdniestrian part of the Ukraine-Moldova border and along the coastline of the Black and Azov Seas.

The list of oblasts which are thought to be subject to the martial law: Vinnytsia oblast, Donetsk oblast, Luhansk oblast, Mykolaiv oblast, Odesa oblast, Sumy oblast, Kharkiv oblast, Chernihiv oblast, Kherson oblast as well as inland waters of the Azov-Kerch aquatory.

The bill was passed by 276 ayes.

On martial law in Ukraine

--Draft law No.9338

The parliament has finally passed the bill No.9338 “On approval of the Decree of the President of Ukraine “On Institution of Martial Law in Ukraine””.

The parliament adopted the presidential decree dated November 26, 2018 under the number 391/2018 “On Institution of Martial Law in Ukraine”. The martial law comes into force at 09:00 am of November 28, 2018. It shall end at 09:00 am of December 27, 2018.


On presidential election

--Draft resolution No.9342

By 298 ayes, the Verkhovna Rada of Ukraine legislated the coming presidential election by taking the resolution No.9342 “On regular election of the President of Ukraine scheduled for 31 March 2019”.

On appeal to world community

--Draft resolution No.9341

With 272 votes, the Verkhovna Rada carried the resolution “On appeal to the United Nations, the European Parliament, the Parliamentary Assembly of the Council of Europe, the NATO Parliamentary Assembly, the Organization for Security and Co-operation in Europe, national parliaments of the world in connection with the act of aggression of the Russian Federation against Ukraine”.


The presiding officer closed the meeting.
