The Chairperson of the Verkhovna Rada of Ukraine Andriy Parubiy opened the morning meeting.

He reminded the House they were to continue reviewing the law on the state policy to secure Ukraine’s sovereignty over the temporarily occupied territories in Donetsk and Luhansk Oblasts.

He also made a flashback to the yesterday’s understanding between the parliamentary factions and groups about the Minsk-minded cut-offs to the bill No.7163.

The Parliament’s factions and groups switched over to further discussions.

It was proposed to include in the draft law’s text a Crimea de-occupation provision.

233 voices uttered ‘yes’ for adoption of the bill on the first reading.

Adopted was the draft law on peculiarities of the national sovereignty policy for the temporarily occupied territories in Donetsk and Luhansk Oblasts.

The law is supposed to constitute a legal regime for certain regions of Donetsk and Luhansk Oblasts regarded jointly as ‘a temporarily occupied territory of Ukraine’. The bill stipulates the goals and the means of Ukraine’s sovereignty securement over the temporarily occupied territories in Donetsk and Luhansk Oblasts in terms of exercise and protection of the rights of Ukrainian citizens residing in these territories.

Pursuant to the draft law “the major objectives of Ukraine’s sovereignty securement over the temporarily occupied territories in Donetsk and Luhansk Oblasts” are:

-liberation of the gripped lands and restoration of the constitutional system over the territories in question,

-protection of rights, freedoms and interests of Ukrainian citizens affected by the Russian aggression,

-strengthening of the sovereignty and the statehood, support of unity and territorial integrity of the Ukrainian State.

The law is also to set up a line of governing bodies in charge of the national security and defence over the temporarily occupied territories in Donetsk and Luhansk Oblasts.

The draft law was registered under No.7163.


MPs passed to the bills No.7164 and 7164-1 on creation of cleared conditions for peaceful settlement of the situation in certain regions of Donetsk and Luhansk Oblasts.

Ivan Vinnyk, the Secretary of the Committee on National Security and Defence, shared the committee’s recommendation to the Verkhovna Rada to Ukraine to take the bill No.7164 on the first and second readings.

Adopted was the Law “On Creation of Necessary Conditions for Peaceful Settlement of the Situation in Certain Areas of Donetsk and Luhansk Regions”.

For one year since the above law comes into force, the bill is to temporarily extend the emergency home rules, effective in the certain areas of the two oblasts, to be solely defined by the Verkhovna Rada of Ukraine. The above rules become only effective after all the provisions under the article 10 of the law under review are met, including total withdrawal of the illegal armed units, their weaponry, the hired guns and militants from Ukraine’s territory.

The draft law was registered under No.7164.


The presiding officer closed the plenary meeting.

On October 9-12, the parliament members will be having their committee work.

The next plenary session of the Verkhovna Rada of Ukraine will take place on October the 17th.
