‘Points of Growth’ Forum stuns by Donbas reintegration law breaking news

‘The President of Ukraine will pretty soon table the law on Donbas occupied territories reintegration to the Parliament. We expect all the parliamentary fractions and groups to be mindful while considering,’ announced Iryna Herashchenko, the First Deputy Chairperson of the Verkhovna Rada of Ukraine during the VII National Expert Forum ‘Points of Growth’.

The event, co-organised by Gorshenin Institute and Friedrich-Ebert-Stiftung Ukraine & Belarus, gave floor to a wide range of experts who focused the discourse on the Ukrainian reforms, ongoing local problems and their solutions before long.

During the occupied territories debates Iryna Herashchenko said that a new reintegration law would soon be presented by the President for consideration. The law is ‘reinforced’ with a number of measures and tools needful for a secured reintegration of the lands occupied.

In the light of the liable reunification, Iryna Herashchenko called on the Cabinet to intensify its work to this end. ‘The ministers must be more potent regarding the regainable lands issue, and ought to equip the relevant ministry with the "rig" and "tackle" needed,’ stressed the First Vice-Speaker.

A greater attention was paid to the Minsk accords’ affairs at present. A humanitarian subgroup member underscored that Russia and the militants in hand deliberately ignored the security and humanitarian sides of the accords, demanding Ukraine at the same time to undertake politically. It was also pointed out that the regular shelling, the illegally held Ukrainian prisoners, and the numerous violations of the human rights there were out of the humanitarian sight owing to the permanent hindering by Russia and SRDLO’s militants, making it thereby a priori impossible for the Parliament to have a political progress.

A further yet heavier sanction pressure over Russia and a peacekeeping mission likely to be introduced were too mentioned capable of deescalating the security tension in Donbas.

In her forum speech the First Deputy Chairperson outlined the near Parliament’s agenda, which according to her comprises parliamentary procedure changes, implementation of the new open lists voting system with gender quotas, health care, pension and land reforms.

Stepan Kubiv, the First Vice-Prime Minister of Ukraine shared out information of the successful macro-stabilization, the GDP’s 2.3% growth, some positive developments in the anti-graft policies, a transparent government procurement system “ProZorro” to the audience.

Hugues Mingarelli, EU Ambassador to Ukraine, Head of the EU Delegation to Ukraine stressed in turn the extraordinary importance of launching anti-graft courts, enhancement of the parliamentary committees’ work on reforms, remaking of the voting system along with the central election commission.

At the same time the Ambassador guaranteed a further support to Ukraine in its European integration.
